Many of the people being detained at the Houston Contract Detention Facility (CDF) are subject to an ICE hold after being released from the Harris County Jail or finishing a prison sentence at the Huntsville prison. Some immigration detainees were transferred to the facility in Houston from another immigration detention facility because of overcrowding. Posting Bond at the Houston Contract Detention Facility
A departure bond or delivery bond is posted when a person has been placed into removal proceedings while at a detention facility in the United States. The person posting the bond is called the obligor. That person supplying the bond money must show proof of identity and lawful immigration status.
The person posting the bond at the detention facility in Houston, TX, is responsible for making sure that the alien presents himself before an officer or agent of this agency whenever a request is made.
To post an immigration bond for an alien being detained by ICE in the Houston Contract Detention Facility, you must post the bond at DRO Duty Section located at 126 Northpoint, Houston, TX 77060. The bond can be posted on Mondays through Fridays (except public holidays) between the hours of 7:30 a.m. and 3 p.m. The office is closed for lunch from 12:30 p.m. to 1:30 p.m. The bond can be paid by Cashier’s Check from a bank or Postal Money Order. These must be made payable to the “U.S. Department of Homeland Security.”

The Houston SPC Immigration Court is connected to the Houston Contract Detention Facility. The phrase “SPC” stands for Service Processing Center. The Houston SPC Immigration Court handles all detained cases from the three detention centers in Houston including:
- the Houston Contract Detention Facility;
- the Joe Corley Detention Facility; and
- the IAH Secure Adult Detention Facility.
